History of Dr. Victoria B. Roman Memorial High School
The story of Dr. Victoria B. Roman Memorial High School is a story of community effort, public service, and the shared dream of bringing secondary education closer to learners in the upland communities of Pilar and nearby areas.
A School Built Through Community Effort
Dr. Victoria B. Roman Memorial High School began through the collective efforts of the Barangay officials of Pantingan, led by Barangay Chairman Mr. Rodolfo Atienza, with the strong support of the Provincial Government of Bataan under the leadership of Governor Leonardo Roman.
The establishment of the school answered the need for accessible secondary education for learners from the upland barangays of Pilar, particularly Pantingan, Liyang, Diwa, and Nagwaling. It also served learners from nearby barangays of Balanga, including Tanato, Cabog-Cabog, and Dangcol.
Historical Timeline
Completion of the First School Buildings
The first two school buildings, with a total of four classrooms, were completed. These facilities prepared the school for its future operation and helped make the dream of a secondary school in the area possible.
The Beginning of the School’s Story
The idea and groundwork for Dr. Victoria B. Roman Memorial High School took shape through the cooperation of local leaders and the Provincial Government of Bataan. The school was envisioned as a response to the educational needs of learners from upland barangays and nearby communities.
Official Opening of Classes
The school officially began its operation with 46 first-year students and two dedicated teachers, Mrs. Nenita J. Tan and Mrs. Priscilla Almendras. This marked the formal start of the school’s service to learners and the community.
Support from Parents and Stakeholders
From its humble beginning, the school continued to grow with the support of parents, community leaders, and stakeholders. The first PTA President, Mr. Roberto Palmones, together with succeeding school partners, helped strengthen the school’s early operations and programs.
Operation as an Annex School
Before becoming an independent school, Dr. Victoria B. Roman Memorial High School operated as an annex of Pablo Roman Memorial High School under the leadership of Mrs. Adoracion C. Fernando as principal. During this time, the Provincial Government continued to provide financial support while the school worked toward its inclusion in the regular budget of the Department of Education, Culture and Sports.
Approval as a Separate Public Secondary School
On August 17, 2001, then Department of Education Secretary Raul S. Rocco approved the establishment of Dr. Victoria B. Roman Memorial High School as a separate public secondary school. This approval became one of the most important milestones in the school’s history.
Construction of Additional Classrooms
As enrollment increased, additional classrooms known as the TET Building were constructed to accommodate the growing student population. Other facilities such as comfort rooms and pathways were also developed to provide a safer and more convenient learning environment.
Construction of the School Stage
In February 2007, through the support of Municipal Mayor Charlie F. Pizzaro Jr. and Governor Enrique “Tet” Garcia, the stage in front of the academic building was constructed. The stage became an important venue for school programs, ceremonies, and learner activities.
Opening of the Senior High School Program
In School Year 2017–2018, the school opened its Senior High School program, starting with the General Academic Strand or GAS with 24 students. This marked another major step in expanding opportunities for learners.
Expansion of Senior High School Offerings
The Senior High School Department later expanded its offerings to include HUMSS, ABM, and STEM. This development gave learners more academic pathways and better preparation for college, employment, and future opportunities. The expansion was realized through the dedicated efforts of Dr. Angelo R. Basilio.
The School Site
Dr. Victoria B. Roman Memorial High School stands on a 20,000-square-meter lot in Barangay Pantingan, Pilar, Bataan. The land was donated by the Provincial Government of Bataan to the then Department of Education, Culture and Sports during the term of Dr. Norma P. Castillo as Schools Division Superintendent.
This school site became the foundation of an institution that continues to serve learners from different communities. From a simple beginning, the campus has become a place of learning, service, and hope for many young people.
Legacy of Service
Through the years, Dr. Victoria B. Roman Memorial High School has remained faithful to its purpose of providing quality basic education to the youth and the community. Its development was made possible through the shared efforts of school leaders, teachers, non-teaching personnel, parents, local officials, alumni, and stakeholders.
The school’s history shows how public education can grow when the community works together. Every classroom, program, and milestone reflects the commitment of many people who believed that learners from upland and nearby barangays deserve access to education and better opportunities.

Today, Dr. Victoria B. Roman Memorial High School continues its mission of serving learners and the community. Guided by its history and strengthened by the support of its stakeholders, the school remains committed to learner welfare, values formation, academic growth, and holistic development.
